The east bay shoreline, dominated by and walled-off by a highway kind sucks. The only way to make it great is to underground that highway. And the only way to find that is through building a new waterfront urban human habitat. It’s windy as hell there, but could be a great place to live and benefit east bay communities currently severed from the bay by highways
